If you expect any meaningful replies, you must post the database server software version and patchsets applied. Info regarding edition and cartridges loaded would be helpful. Operating system information wouldn't hurt, either.

Enabling 10053 trace would also provide you with a list of optimizer parameters in this session. Indicating if cpu costing has been enabled would be a good idea.
