Your question makes no sense as written.

RAC has to do with high availability. The number of records, tables, etc. is irrelevant.

Grid Control is a tool used for managing stand-alone and RAC database implementations and, similarly, has nothing to do with records or tables either.

What you describe is NOT a big Oracle database ... it is a very small Oracle database. And personally I'd feel comfortable hosting it on my laptop based on what you've written. Though obviously the number of simultaneously connected users and the actual usage and SLA would likely make me tend to use other hardware.

I would urge you to put together a more meaningful requirements list and then ask your question again.
