Since 9i, the installer forces the use of either one password, in which case the SYS and SYSTEM password would be the same (and just as unknown), or different passwords. iirc, MANAGER for SYSTEM is banned (and checked for), just like CHANGE_ON_INSTALL for SYS.

Trying to log on from a privileged OS account (/ as sysdba) does not require any passwords, but does indeed give all power (drop database, anyone?) to the new oracle user. Can only agree with the statement SYS should only be used when necessary.
