I have a vague memory of something called "bubble memory" which would store data in a continuous loop. To access the data, the stream would have to shift around until it gets to where you can start to access it.

Personally, I store data in usenet newsgroups with google. I can't tell if that is a database or flat files, but it seems to persist out in some network cloud somewhere.

Cars and airplanes have devices that store data without using a database or flat files. The data has to persist through some fairly destructive episodes. The day may come soon when your insurance company denies you payment because it knows what really happened.

Societies have used various devices for persistent accounting for many thousands of years before database or flat files meant a thing.

And don't forget microfilm, microfiche, film, videotape, barcodes, magstrips, signs, tree rings, rocks, ice, amber, DNA, tape, formatted files, steganography, holography, etching crystals, superconducting cables, boxes of paper folders, dedicated electronic circuits, mounds of dirt, mud, dog tags, bird tags, anti-theft devices, fast-food restaurant toys, non-file-based proprietary electronic storage methods, Pioneer, Nomad, and your watch.
