Depends on how you define a good tool to be ( your requirement ) and how much you would be willing to spend on it. Oracle supplied native tools are free and almost all the other 3rd party
tools try to mimic the same with fancy GUI. If you know what you are doing , a versatile, ready to deploy handy tool is ofcourse sql*plus.
