strange.
The Netcraft toolbar in my Firefox browser indicates that https://metalink.oracle.com is a Finnish site. (from a tracert, it appears that the site is hosted out of Austin, Tejas).

Perhaps there is more going on here than just "the database is slow". Maybe its not just the DBA's fault.
Maybe they're running 10g R2 and they "don't need a DBA". ;)

I'll bet that by tomorrow, several people within Oracle will be quite adept at diagnosing performance problems in that environment.

In the meantime, it makes for good blog, newsgroup and mailing list fodder.
