blarut, as a general rule if you want help with something that does not work you should list the error message that is returned or explain what you mean by does not work if no error is being returned.

In order to connect with sysdba remotely an Oracle db password file must be in use.

I do not know if OLEDB supports sysdba connections but it might depend on your Oracle version, which you did not list, and the drivers you are using. You did not specify those either.

And as Sybrand pointed out this is probably not a good idea to begin with.
