As I understand it, folks who deal with satellites--particularly the GPS ones--are trying to have us give up solar time entirely.

The problem with solar time is the need for leap seconds and leap years. The leap seconds, in particular, make things complicated for satellites, which don't much care about solar time.

If they succeed, lunch time in summer may well be Dec 14 @ 9:12 pm.
