The Oracle Database Administor's Guide indicates that it can "Guarantee certain users a minimum amount of processing resources regardless of the load on the system and the number of users".

What we've found is that if we have one of the Analysts executing a large scale query and a User Interface user logs on (or at least attempts to), that the CPU is so busy that the User Interface does not respond. If we kill the Analyst query, the UI then responds.

This seems to also be the case if we apply a Resource Manager plan, which allocates 90% to User Interface and 10% to Analysts (since in the Resource Manager case, according to the documentation, these percentages are minimums).
