I would recommend purchasing and reading Cary Millsap's "Optimizing Oracle Performance" book.

Basically you need to find out what the batch process is "waiting on". 10046 traces if properly scoped can get you the diagnostic data that you need.

Of course it would be nice if you also had a trace from before your changes went in as a comparison.

But you need to work from "where you are now" and determine what is slowing you down. A proper methodology and appropriate use of trace's can get you there.
