He probably once was (or still is) a Cobol programmer. There are LOW-VALUE and HIGH-VALUE reserved words defined in Cobol

MOVE HIGH-VALUE to some-variable would move FFFF (hex) to a longword for example.

And no, I don't think Oracle has such a constant name.
