Yes, v$segment_statistics view does keep track of the segment statistics. One of the reasons why the "countries" table within the HR schema's not showing up when you query v$segment_statistics view could be because there were no operations (query or DML) were done on that table since the instance startup. Try doing a select count(*) from hr.countries and then query the v$segment_statistics view. You should hopefully see HR.COUNTRIES appearing in it.....
