Are you attempting an rman duplicate across oracle database server software versions?
That sounds like a very bad idea to me.
What Oracle homes are installed on the new host? A cold backup set copied to the new host is the safe way to go. If any recovery is required on the new host running with the new ORACLE_HOME, you're likely to see substantial errors.

Are you performing a "startup upgrade" or "startup migrate"?
