I did called oracle, and the issues was after the patch install the
table exppkgact$ had garbage intside and after the deletion the export
was fine





 SQL> delete from exppkgact$ where package = 'DBMS_EXPFIL_DEPASEXP' and
schema = 'EXFSYS';
