Not huge restrictions for a quality freebie, if you stick to the target audience.

Yes, once it goes into production it can be deployed free of charge into production environments. You might want to refer to Oracle's FAQ at http://www.oracle.com/technology/products/database/xe/pdf/dbxe_faq.pdf

(But ... you'll wait for a while, right? You wouldn't put a piece of beta software into production, would you?)
