Have you checked Oracle's Application Documentation. Last time I checked, Oracle strongly discouraged using the base tables directly for several reasons:

They do provide a commented data dictionary in their TRM (Technical Reference Manual) available to licensed organizations to enable exactly what you want. The accesses are by view on the relevant tables.

Check your Oracle sales rep for access to the TRM.
