I don't like to use the term "better" structured, but I do know that the Oracle 10g R2 was released first for Linux before any other platform, and that some platforms like Windows will be quite awhile before it is available (according to my Oracle tech rep).

DB2 for LUW always releases for all platforms at the same time, including fixpacks.
