Separate the management of individual instances by using different ports. One EM DB Control = one instance by design intent!

You are right that Grid may seem overkill at this time. However, consider that the DBA should possibly have a DB for internal DBA use on a separate machine and all of a sudden you have that third instance. There are literally hundreds of reason for that DBAs database.

You can also fire up the old OEM from Oracle9i - it's on the Client CD.
