Contact Oracle support. In the meantime, try a different version of connection driver (I assume you're not using SQL*Plus).

Does seq# in v$session_wait increment? What latch is it waiting on? Look at v$latch for the latch number shown in v$session_wait. Is there anything in v$latchholder? Show Oracle support the contents of v$latch_misses.
