We used to archive history data monthly, and we did the same thing: add new partition, export old partition and drop old partition(for some reason, we can't rotate the partitions).

I used this trick to fool CBO:
export the statistics(table level/partition level), after partition add/drop, I edit the statistics (via script), update teh new partition name with old partition name, and then import back. In this way, we keep the optimise consistent behavior.

Stored outline maybe is also a option.
