Likely you have a protection problem, and you  didn't make sure the
both the Oracle and tnslsnr executables and the shared memory segment
have the correct owner and protection.


The correct protection is documented in the installation manual.
Troubleshooting procedure for Net are documented in the Net
administrators manual.
