for Oracle9i DB, look in "Oracle9i Database New Features" manual, Ch 5 for OracleDB10g, look in "OracleŽ Database Licensing Information"

Short answer: Partitioning is an extra cost option that can be added only to Enterprise Edition.

That said, it's a fairly easy ROI analysis for this option. (Epecially if you have any warehouse requirements like "keep data for 'n' months" or your queries can take advantage of pruning. In my experience, the average payback is less than 8 months.
