Very odd...
Is something preventing the JVM from running (like anti-virus s/w, Windows (your version fell off: don't know version 200) prohibit running, ...).

Do you have administrator rights on this machine? It is the preferred way (and believe me, if you don't want some trouble some time, the *only*) to be local administrator (i.e. logon to the machine, not to the domain).

There is no requirement to install a separate JRE/JVM; the installer comes with it's own.
