Oracle comes with it's own JRE.

Metalink provides the following fix.
- copy the first CD to disk
- find the file oraparm.ini in the install\win32 directory
- edit it and change the directory specified in
JRE_LOCATION=
to the FULL ABSOLUTE pathname, where the directory needs to start with
the directory you copied the CD in.
