I would say no. The description of the coulmn in the Oracle version# Reference manual states the column is used to determine if two SQL statements are the same statement.

It would appear that address and hash_value are still the join columns for these views from the view descriptions.

You can find all copies of the same sql_text in v$sql using the plan_hash_value column.
