Seems really to be a bug.
I could reproduce it on 10.1.0.2.0 on Windows and even on 10.2.0.1.0 on Solaris.
On 9.2.0.1.0 on Linux it does not occur.

Maybe it's not a bug but a feature but I don't see its use and have no idea where and how to look it up in the documentation. ;-)
