Some extra work is worth the benefit of keeping your metadata scripted and under some kind of revision control system outside of the source database, IMHO. Are all the users, roles, grants, and so on exactly as your current spec requires in the 8.1.7 database? Or perhaps has someone, throughout the years since 8.1.7 was released, conducted a little test or implemented a little workaround that somehow didn't get formalized?

I suppose if you had a vendor-supplied database set-up instead of a developed-in-house system, my comment wouldn't apply ... but then, you would just be following your vendor's supported upgrade process, right? ;-)

Jumping two major releases is also a good time to force yourself to examine whether you are fully taking advantage of new features and improvements, specifically related to users, roles, grants, and so on. (Didn't one of the default roles change in version 10gR2? Perhaps you want to utilize the database default temporary tablespace instead of individual user default temp?)

Typos and human error are inevitable no matter what -- that's why test environments were created.
