Perhaps you could allocate about max 500Mb RAM for SGA, and look what application/users says.
Assuming you have only one application/server on that server. Take somekind of metrics before and after changes to check if it is better (or worse).
Well, it looks like you have unused RAM (wasted money), so take them into use.
