If you have your oracle files, how can they be useless? If prior to the formatting you did a clean shutdown of the database and you have *all* pfile/spfile, controlfiles, datafiles, archived log and redolog files, you just reinstall windows, oracle and use oradim to recreate the service. But this will only work if you know what is needed at which stage, how oracle searches for pfile etc.

All this information can be found in the documentation and if you google around. But you have a backup, so use it. If you don't want to do that, I leave the above as a learning exercise to you.
