The reference guide implies that you don't need admin_restrictions if you have a password set. From the 9i reference:

ADMIN_RESTRICTIONS_listener_name
Purpose
Use the parameter ADMIN_RESTRICTIONS_listener_name to restrict runtime administration of the listener. The parameter is useful if the listener is not password-protected.

Am I missing something here?
