It is partly true what you say. But for a complete recovery Oracle must be able to determine that all logs, including online redologs are applied. It does so by reading the content of the controlfiles (specifically by reading the SCN)- only by using the option 'using backup controlfiles' you tell Oracle explicitly to ignore the very same content. As a result Oracle expects *you* to determine when the recovery is done. Since only by sheer luck or to put it more bluntly, only if 'using backup controlfile' was a daft thing in the first place, controlfile, datafile headers and redologs would be in sync. So Oracle requires you to open resetlogs because as far as it is concerned, you just performed an incomplete recovery.
