Whether you lost the new tablespace or only the control file entry for the tablespace or both, during forward recovery Oracle will reapply the create tablespace from the archived redo logs and update the control file as necessary as part of the recovery. If the tablespace was lost and there was no backup Oracle can in fact still recover it since all activity for the tablespace (and its datafiles are included) in the recovery applied archived redo logs from the create event to the present (time of failure).
