If you are on the database server then make sure the environment variable $ORACLE_SID is set and that $TWO_TASK is not set. Having $TWO_TASK set when you attempt a sqlplus /nolog "connect / as sysdba" type connection results in the error you showed. At least for members of the DBA group.

Also did you verify that the database is configured to use a password file? We only allow sysdba connections from the local box, that is, we do not have a password file.
