Ya, I think lots of more info is needed like:

  1. The DBA should give an estimate on database size...how many tables,indexes, how much data in it etc
  2. If archive log mode than arhives also need space.
  3. Some times backups are also stored on server..though this is not best to do..that needs space.
  4. Always better to be optimistic and have much more that what the estimate is...actually as work goes on they come up with more and more things that are unplanned..So I would ask for a lot ( may be 20-30 gb) for unplanned works...

Just my opinion...
