Phil, I do not think management will react well to Billy's suggestion.
You might want to reply that after studying the issue of root acess to
the database you have determined that preventing root access to the
database if not practical.
For one think DBA needs to provide the System Administrators a script to run on server shutdown and reboots to stop and start the database cleanly as a part of the system shutdown and boot procedures.
A lack of knowledge on the part of Administrators on how to actually do anything in Oracle and the builtin auditing should provide adequate record of when the Oracle account is used to access the database.
