It is real important to state the platform and version for these sorts of questions. Search the metalink bug database for pga_aggregate_target ora-4030 for some examples.

Yes, Oracle protects the memory, but that is not necessarily relevant to why one would get memory errors. Bugs and configuration issues can make a big difference. It may just be your package on top of these issues is showing the symptoms.
