As always I disagree. Oracle puts
files in many locations that it never
mentions on the installer screens.
The registry by the way is another
place where the installation could be
failing. I would for one thing make sure
any and all anti-virus/spyware programs
were turned off.
If one has a really intractable problem with
installing on windows there's a couple
tricks that can be beneficial.
One is for the problem of oracle wanting
to overwrite an executable or other
file that is being held open. Using a program like process explorer may
reveal what dll or whatever oracle cannot replace.

This way you can kill the process that's holding open the file, altho depending what process that is, it may not be a good idea to do that. Think before you do it, of course.
Another good tool is filemon, when
you really really have to find out where
some application is reading or writing.

And these programs are also good to use if you are checking for malware
like
keyloggers and so forth.
