ORA-12546: TNS: Permission denied.

Yes. It contains the following:
Launched configuration assistant 'Oracle Database Configuration Assistant'
Tool type is: Optional.
The command being spawned is:
'D:\DBMS\Oracle\product\10.1.0\Db_1\jdk\jre\bin/javaw.exe -Dsun.java2d.noddr
aw=true <snip long command>
Start output from spawned process:
End output from spawned process.
Result code for launching of configuration assistant is: 1
The OUICA command is launched from
D:\DBMS\Oracle\product\10.1.0\Db_1\oui\bin\ouica.bat.
Error:*** Alert: Some of the configuration assistants failed. However these
are optional assistants, so they are not required for the correct
configuration of your system. If you want to try to run those assistants
again, select the failed assistants and click the 'Retry' button. ***

I am running DBCA as part of the OUI process. I didn't select any special options or directives or interact in any way with the installer. I just watched as it did its thing.
