Yes, it is overkill for the kind of application you mention...

firstly, your test db SGA is bigger than your production db...not wrong, but any reason why it so?

second, if you are running out of swap on a 8GB machine....what are doing with all that memory ?!?! did you investigate who is chewing up that memory? any process misbehaving?

AIX has a tendency to aggresively swap..more like eager swapping on Tru64 UNIX but not the same. you may also want to check the setting for the UNIX buffer cache. an ideal value for the unix buffer cache on AIX is around 15-20% of your total RAM depending on the applications running.

If you are using RAW volumes for Oracle, then reduce this to 10%. Get your sysadmin to do a thorough check on the Virtual Memory settings and follow all recommendations on Metalink.
