ORA-12545 Connect failed because target host or object does not exist

After server was recycled I cant bring up oracle, nothing was changed
only a reboot



ERROR:



ORA-12545: Connect failed because target host or object does not exist

6 GNU/Linux


Oracle 10g running,  I dont know what to do ??
