At one time, commenting out the entry was not sufficient as Oracle did a plain grep for for the existance of entry with '389'. (I do not know whether this has been changed in recent releases, as I prefer to use 3060.)
Other than that, I agree with your comments, especially about the timeout on the slow oidldapd startup.
Interestingly, I have never had an issue when doing the OiD install from the App Server 10g - OiD is the core to the AS10g Infrastructure Identity Management.
