You use Oracle Network Manager ('netmgr' on UNIX).

Directory/Service Naming/Aliases - Create

Here you have an LDIF file for such an alias (LAURENZ.TEST als alias for LAU.TEST)

dn: cn=LAURENZ,cn=OracleContext,dc=test

objectclass: top
objectclass: alias
objectclass: orclNetServiceAlias

cn: LAURENZ
aliasedobjectname: cn=LAU,cn=OracleContext,dc=test
