Motivus, you can write your application to view a user table using almost any web development tool you want to use. Oracle supports connections via the thin client (java), the thick client, and ODBC. Both the thick client and ODBC rely on Oranet to be installed on the client.

Oracle has iAS server product (Internet Application Server). Plus Oracle has a development environment which might actually be free called html db
