By default when Oracle restarts after a crash it will perform crash recovery which will rollback any incomplete transactions that were in progress at the time of the crash.

If there is any Oracle provided method to extract this data it would be using data miner though I have never attempted to retrieve uncommitted data so I am not sure if the tool supports this functionality or not. But you can check the documentation.

Writing you own log extraction program would be a last resort. But do you really need uncommitted data? Won't the resumption of normal processing end up processing this data?
