Seeing that TNSPING does work, it means that the Oracle Client Software is working and configured.

If another piece of software fails, it likely means there's a problem with that software using the Oracle Client Software. In the Windows environment that can mean problems with security, access control lists and authentication. In other words, a screwup in the Registry aka The Basket That Holds All The Configuration Eggs In Binary Format. IMO, the single biggest design flaw in Windows.
