Ok folks, problem solved:

The line in the alert log tells it all:
 ORA-00130: invalid listener address
'(ADDRESS=(PROTOCOL=TCP)(HOST=ebc123)(PORT=1521))'

I'm not sure where it is getting this value, as my listener has: (DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=ebc123.xxxxx.xxxxx.com)(PORT=1521)))

Either way, I added 'ebc123' to my /etc/hosts and we are back in business.
