However I know for a fact that

sqlnet.authentication_services=(nts)

in sqlnet.ora

will result in getting information from the SAM on your PDC. The message means the user doesn't exist in the SAM. You could of course always disable user authentication by changing NTS into none. As a result connect / as sysdba won't work anymore.
