I can I can! And for free too.
Step 1. Run a StatsPack or AWR Report
Step 2. Run iostat, netstat, sar, etc.
Step 3. Analyze it using the incredibly good information provided
by Oracle at http://tahiti.oracle.com and http://otn.oracle.com.
Step 4. Tune based on the analysis
If that doesn't work then refer to IANAL_VISTA's response. Contact me off-line and I can refer you to someone.
