Your title indicates Oracle Apps, and specifically Financials. If yes, you first have to decide whether you need to be up to speed on the technology or the functionality ... completely different baseline skill sets required.
Pure tech - get 'Oracle Esseentials' (O'Reilly publishing) to get a feel, then go to the Concepts manual at http://docs.oracle.com
Functional - make sure you understand financials wel before even heading into the Oracle path. Then look at the online documentation found at http://www.oracle.com/technology/community/apps/index.html
The online docco for apps varies greatly in quality and utility across verions, but (compared to the database) you need to be very version aware when looking at the docco.
I HIGHLY recomend starting with the "Oracle Applications Concepts" manual for the version you need. For 11.5.10, it's at http://download-east.oracle.com/docs/cd/B15436_01/current/acrobat/11iconcepts.pdf
This is a big, and very mind boggling, field. I encourage you to take formal Oracle training through the Oracle Apps User Group (www.oaug.org) as I have yet to see anyone successfully bootstrap themselves to competence.
