Contradiction is terms... Replication requires full connectivity, and database links.

Apart from that - the encrypted values for passwords should not be replicated - it means tampering with the data dictionary, loosing support, and possibly loosing the possibility to upgrade.

Why not implement Single Sign On?
Example: e.g. metalink note 185275.1
